I have examined the accompanying Ordinance intituled

Ordinance to amend the law relating to trading with the enemy and the export of prohibited goods.

am of opinion that the Ordinance is

one which is not contrary to the

Governor's Instructions.

The object of this Ordinance is to introduce the provisions of sections 1 and 2 of the Trading with the Enemy and Export of Pro- hibited Goods Act, 1916, 6 and 7 Geo, 5, ch.52.

Section 3 of that Apt does not seem to be necessary here in view of the provisions of the Importation and Exportation Ordinance, 1915, Ordinance No. 32 of 1915, although that Ordinance does not provide for any treble forfeiture,
